JOSEPH GUGGENHEIM is a housing and development consultant and an author and publisher in Bethesda, MD, specializing in the financing and development of affordable housing and the low income housing tax credit. He has  been active in low income housing work since 1965.

He is the author and publisher of thirteen editions of "Tax Credits for Low Income Housing", a popular guidebook to the federal low income housing tax credit that is the authoritative, understandable and up-to-date explanation of the program. Over 20,000 copies have been sold since November 1986 through his Simon Publications publishing firm.

Since 1983, he has been retained as a consultant to provide advice and assistance on low income housing development and use of the tax credit to a variety of developers, non-profit organizations, lenders, investors, attorneys, accountants, and local and federal government agencies in 46 states and two U.S. possessions.

He has conducted training on the low income housing tax credit *for various clients and at conferences and seminars, including 265 full-day workshops in 70 cities and 45 states since 1996. He also has spoken widely on housing policy and program issues before numerous organizations and public bodies around the country.

He has also provided comprehensive packaging services and feasibility analyses to enable property owners and non-profits to carry out low income housing development projects with various forms of governmental and private  financing. He also has done policy studies, research, and program design work for local government and national and local non-profit groups.

Prior to establishing his consulting practice in 1983, he held appointed positions in government. At HUD in Washington from 1977 to 1981, as Special Assistant to the Assistant Secretary for Community Planning and Development, he played an instrumental role in many federal initiatives in housing and urban development.

 From 1981 to 1983, he was Director of Housing and Community Development for the city of Camden, N. J., where he stimulated revitalization projects, developed new funding sources, and revamped existing programs.

Earlier, in Detroit and Michigan, he founded and directed successful state-wide and regional housing advocacy coalitions and initiated and drafted state housing legislation that was enacted into law, including legislation that established the Michigan State Housing Development Authority. He also headed the housing efforts of the local Detroit urban coalition, working with the business, labor, community and political leadership in the city.

He participated in a Treasury Dept. advisory task force which assisted the IRS in developing regulations and in administering the low income housing tax credit program. As a consultant, he assisted the HUD Office of Inspector General and the U.S. General Accounting Office in evaluating the tax credit program, and assisted the GAO in presenting Congressional testimony.

He also authored articles on “Increased Affordable Housing Production and Smaller, More Targeted Housing Developments Are Possible Through Tax Credits with Tax-exempt Financing”, "Policies and Strategies for Developing Low Income Housing", "Using the Low Income Housing Tax Credit to Help Produce Affordable Cooperative Housing", "Using Tax Credits: Financing Rehabilitation", a Technical Bulletin on earlier HUD housing assistance programs, and other subjects.
